The Scottish Languages Act 2025 (Commencement No. 2) Regulations 2026

The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 48(2) and (3) of the Scottish Languages Act 20251 and all other powers enabling them to do so.

1 Citation, commencement and interpretation

1 These Regulations may be cited as the Scottish Languages Act 2025 (Commencement No. 2) Regulations 2026 and come into force on 21 March 2026.
2 In these Regulations, “the Act” means the Scottish Languages Act 2025.

2 Appointed days: section 4 of the Act

1 21 March 2026 is the day appointed for the coming into force of section 4 of the Act, for the local government area of Na h-Eileanan an Iar2.
2 1 September 2026 is the day appointed for the coming into force of section 4 of the Act, for the local government areas of Highland and Argyll and Bute.
3 Subject to paragraphs (1) and (2), 1 January 2027 is the day appointed for the coming into force of section 4 of the Act, for all other local government areas specified in column 1 of Part I of schedule 1 of the Local Government etc. (Scotland) Act 19943.

3 Appointed day: section 32 of the Act

15 September 2026 is the day appointed for the coming into force of section 32(2), (3), (4), (6) and (7) of the Act.

    Section 48(3) of the Act provides that regulations under section 48(2) may make different provision for different areas. Section 1 of the Local Government etc. (Scotland) Act 1994 (c. 39) provides that Scotland shall be divided into the local government areas named in schedule 1 of that Act. The name of the local government area of Western Isles was changed into Gaelic by the council for that area in exercise of their powers under section 23 of the Local Government (Scotland) Act 1973 (c. 65).
