after “zero”, insert “; and where, on a chargeable day, the hereditament consists partly of a changing places facility, the chargeable amount for the chargeable day of the public lavatories shall be separately calculated and the chargeable amount for the chargeable day of the hereditament shall be reduced by the amount calculated in respect of those public lavatories. For the purposes of this section, a changing places facility refers to accessible public toilets with hoisting facilities and changing benches.”
